APCTA condemns physical assault
ITANAGAR, May 08: Arunachal Pradesh College Teachers’ Association (APCTA) strongly condemned the physical assault on Debojit Baruah, Assistant Professor of Economics, Rajiv Gandhi University, Doimukh at his Office Chamber on 7th May. The association extends its solidarity to the aggrieved teacher and appeals the University authority to take stringent action against the student as per the RGU rules. Such an unprecedented and heinous act by student on a teacher is highly condemnable across the society, it said.

BJP alleges misuse of Govt machinery
ITANAGAR, May 08: Bharatiya Janata Party (BJP) Arunachal Pradesh yesterday alleged gross misuse of state machinery and active involvement of state Govt servants in the Panchayat and Municipal elections in the state.
While reviewing the PR election preparedness at its headquarter here, the BJP said use of govt machinery and involvement of Govt servants would set bad precedence in the state.
The party further alleged huge flow of money in the election without any monitoring system and also violation of model code of conduct. The free and fair election atmosphere is grossly polluted under the long time Congress rule in the state, it said.
Giving a clarion call for positive and productive change, the meeting appealed the people of the state for their conscious vote. “We need to realize and take decision for the good of the state and the younger generations to come for good cause,’ the party said.

ROING, May 08: Sitting Congress MLA and first IAS officer of Arunachal Pradesh Jomin Tayeng passed away after a prolonged illness at Guwahati yesterday.

Born to Late Bapang Tayeng and Late Osor Lego Tayeng at Dambuk of Lower Dibang Valley District in 1944, Tayeng started his schooling at Dambuk and completed ME (Class VI) from Teacher’s Demonstration School (an Orphanage) at Mergherita in the year 1955, Matriculation from Govt. Hr. Sec. School, Pasighat in 1960.
He did his Intermediate and graduation from Saint Edmund College, Shillong in 1962 and 1964 and Post Graduation (LLB) from Law Faculty, Delhi University in 1967 to become the first LLB degree holder of the state. He cracked the most prestigious UPSC Examination in the year 1968 in his first attempt to become the first direct recruit IAS Officer of the state.

He was transferred on deputation to Government of Arunachal Pradesh and posted as Secretary to the Chief Minister of Arunachal Pradesh in 1976. He was also the first Director of Industries of Arunachal Pradesh. During his tenure, the Industries Department was made a major Department. He started Industrial Estate at Naharlagun and also regularized and promoted a large number of local officers and staff.
Prior to his coming to the state, the promotion quota for tribals of Arunachal Pradesh was restricted to 15% and non tribal employees captured the major chunk of 85%. He was instrumental in making the then Chief Minister write to the Government of India and raised the tribal quota to 80% due to which a number a large number of local tribal staff got their promotions and thereafter the benefit has been enjoyed by the local tribal staff.
He was transferred to Meghalaya in 1977 and posted as Deputy Commissioner of Jowai. In 1979 he was transferred on deputation to the Government of India and posted as Director of Census Operations at Shillong. He was posted as Secretary to the Chief Minister of Meghalaya in 1983 and also held the charge of Secretary Personnel, Home and Political Department in the Government of Meghalaya. In the same year, he was posted as Deputy Commissioner, Shillong, Meghalaya and then promoted as Commissioner in 1985 and posted initially as Commissioner Home, Political, Power and Health. Thereafter, he was posted as Commissioner of various departments of the Government of Meghalaya on various occasions.
In 1997 he was appointed as Additional Chief Secretary and also held the post of Chairman, Meghalaya State Electricity Board. In 2001 he was appointed as Chief Secretary to the Government of Meghalaya. After retirement, Tayeng entered into active politics and contested unsuccessfully as an INC candidate from Dambuk Assembly Constituency in 2004 Assembly Election. He was elected as MLA from same constituency in 2009 from NCP ticket and later, he joined Congress. He was also the former Chairman of Political Affairs Cell, APCC and also served as Chief Patron, Adi Cultural and Literary Society and Patron of Adi Bane Kebang.
His body was brought to Roing today by Special Chopper from Guwahati and the last rite will be performed on May 10 in his residence at Rayang village, Roing.
Hundreds of people, including Deputy Commissioner Shiv Kumar, prominent public leaders of the district thronged the helipad to receive his body before being escorted to his residence at Rayang.

Condolence messages are also pouring in from leaders, eminent personalities, political parties, NGOs and various organizations over passing away of Tayeng.
“We have lost a member who through his quality inputs in the house had enriched democratic practices. He was an inspiration to the young law makers,” Speaker Wanglin Lowangdong said in his message.
Rajya Sabha member Mukut Mithi in his message termed Tayeng a human being with a difference who worked for the greater welfare of the people till his last breath. A void has been created in his death as the state lost a proud son who carved a niche for himself not only as an able administrator but as a politician who won the hearts of the masses.
“I’ve lost a guardian,” said Lok Sabha member Takam Sanjoy, who was associated with him for over a decade during his schooling and college days in Shillong. He was the fatherly figure and guide for all purposes for the Arunachalees, particularly students studying in Shillong. He had endeared himself to one and all by his amiable nature and down to earth quality. The state will be deprived of his vast knowledge and experience of a first generation pioneer,” Sanjoy said in his message.
Hundreds of mourners including Commissioner District Administration Bandana Deori, East Siang DC RK Mishra, SP Pushpendra Kumar, govt. officers, prominent leaders Kaling Moyong, Nanom Jamoh and leaders of various political parties and religious heads thronged the Pasighat helipad to have a glimpse of their beloved leader and pay tributes.
The Chopper carrying the body of Tayeng was flown to Pasighat to enable the Pasighatians to pay their last respect before proceeding to his native place for the completion of the last rites.
Union Minister of State Ninong Ering and state’s Education Minister Bosiram Siram in their messages expressed grief and sorrow stating that the nation has lost a great son of the soil. Late Tayeng’s administrative contributions in different capacities and social and political contributions will be remembered for long time.
“His contribution towards the development, prosperity, mutual understanding and brotherhood will always prove an inspiration for the future generations,” duo added in their condolence messages.
“He (Pai Jomin) was the shining light of the Tayeng clan. His departure has caused an irreparable loss to our clan and society which would be very difficult to fill,” Tayeng Welfare Society said in a condolence message.
While expressing grief and sorrow over his death, TWS prayed to almighty to rest of his soul in eternal peace and give strength to the family members to cope with this great loss.
The officers and staff of Lower Dibang Valley DC’s office also mourned the death of Tayeng and conveyed heartfelt condolence to the bereaved family. The second half of the office was declared closed after the condolence meeting.
The staffs of Department of tourism, government of Arunachal has also condoled the death of Jomin Tayeng.
Tayeng enjoyed his successful married life for more than fifty years. Tayeng couple was loved by all for their amiable character.
Arunachal Pradesh Congress Committee, Nationalist Congress Party (NCP), Arunachal Pradesh unit, People’s Party of Arunachal (PPA) have also condoled the death of Tayeng.
“Tayeng was one of the pioneers in the development Arunachal Pradesh and his death is a great loss for the Indian National Congress and the State as well,” APCC said in a condolence message.
“In Tayeng’s death, Arunachal has lost an experienced and visionary leader,” state NCP said in a condolence message.
“May Almighty rest his soul in eternal peace and give strength to the bereaved family to with stand this tragedy,” the message said.
PPA has termed the death of Tayeng as irreparable loss to the state of Arunachal Pradesh.
The Bharatiya Janata Party Arunachal Pradesh also mourned the death of Tayeng. Late Tayeng was a role model for younger generation, the party said adding the people will always remember the contributions of Tayeng towards the state’s development.
Former Lok Sabha MPs Tapir Gao and Kiren Rijiju also expressed extreme shock over the sad demise of Tayeng.
The members of Donyi Polo Yelam Kebang Itanagar today assembled at Golgii Bote Gangging to mourn the death of Tayeng. They observed two minutes silence as a mark of respect to late Tayeng and prayed to almighty for eternal peace of his departed soul.
Joining all in praying for the eternal peace of the departed soul of late Tayeng, former Higher Education Director Pratik Potom said that the State has lost a multifaceted personality and a dedicated legislator in his death.
He offered prayer to Donyi Polo to bestow the bereaved family enough strength to bear the irreparable loss.
Recalling his college classmate, Potom said that Late Tayeng was labourious and sincere person since his student days. As the member of State Legislative Assembly, he was committed to the cause of the people and worked for them till his last breath.

NAHARLAGUN, May 08: Education Minister Bosiram Siram expressed deep shock at the untimely death of Lower Subansiri deputy director of school education Takio Tuglo (Tarh Tuglo) who died about 5.30 pm Tuesday at his Papu Nallah residence here.
Born at Lumtey village under Nyapin administrative circle of Kurung Kumey district
on 11th October 1965, Late Tuglo started his primary education from Nyapin School
in 1971, thereafter, secondary education from Doimukh H.S School in 1984. Tuglo has
obtained MA (Political Science) and B Ed before joining service as a junior teacher
on December 17, 1987, promoted to Senior Teacher on 11th August’1995, then as Principal,
Govt. H. S School, Nyapin in 1998 till 2007, served as Deputy Director of School
Education, Koloriang, Kurung Kumey district from 2007-
Tuglo, who died after suffering from cancer for sometime, is survived by his wife, five daughters and two sons, People’s Party of Arunachal president Kamen Ringu, who is his close acquaintance, informed.
Shocked at his untimely passing away, Ringu described him as a simple human being who was committed to his duty. He joined others in mourning the premature death and prayed for the eternal peace of the departed soul.
The Nyishi Elite Society (NES) also condoled the untimely demise of Tarh Tuglo, Deputy Director of School Education, Ziro, Lower Subansiri District.
The NES prayed to the Almighty to grant eternal peace to the departed soul and bestow enough strength to the bereaved family to bear the gigantic distress and irreparable loss.
The NES also requested all the senior member of the community to attend the last rites at Papum Nallah on Thursday. It further implores upon the state Government to accord compassionate employment to the family members with necessary relaxations, if required, for sustenance of the family.
Former MLA Ngurang Pinch also expressed deep sorrow at the death of Tuglo.
In a condolence message, Ngurang said “the world is too unkind to take him away from our lives. We are indebted to his selfless service to the society and always cherish the golden moment of youthful days we shared with him.”
Describing him as a man of vision, Ngurang further said, ‘We have lost a gem from our community.’ He conveyed his deep sense of condolence to the bereaved family and prayed for heavenly peace of late Tuglo.
The last rites will be performed at his Papu Nallah residence Thursday, family sources informed.
The Staff of Deputy Director of School Education and the teaching community of Papum Pare District expressed their deep sorrow over the untimely demise of Takio Tuglo.
Late Tuglo was a dedicated and sincere teacher and a good human being. He had served in the capacity of Teacher, Head Master and Principal in Papum Pare District before his posting as DDSE.
The Officers and other staff of the department observed two minutes silence and prayed almighty god for the eternal peace of the departed soul and to give strength to his bereaved family members.
The All Nyapin, Sangram, Phassang Youth Welfare Association (NSPYWA), Tarh Welfare Society (TWS) and Education Development Organizing Society (EDOS) have condoled the demise of Lower Subansiri DDSE Takio Tuglo (Tarh) who passed away yesterday evening at his residence at Papu Nalah, near Naharlagun.
He was a proud senior citizen of Nyapin Circle and of the state as a whole, both the organizations wrote in its condolence messages.
Chairman (EDOS) S Dolo described him as a respected citizen who was committed to his duty.
His untimely demise has left a huge vacuum in the Tarh family and Nyishi society as a whole which will never be filled, stated TWS continuing, he was instrumental in many welfare activities, particularly in uplifting the unity and integrity among the members of the Tarh clan. His contribution towards the society shall always be remembered in the years to come and will be source of inspiration for the young generations.

Deceased Taling was elder son of Tarung Tatan, a farmer of Sika Bamin village. He was a class VII student in Sika Bamin Middle school.
Interestingly, there was traffic checking near the Jelom portion of the highway. But, it was noticed that many a bikers were running to and fro during the day hours without wearing helmet. The pillion riders, who have fallen into the fatal accident today were minor and was driving with a gross violation of traffic rules.
Some conscious people of the area have raised question over the transparent conduct of the local police regarding traffic regulation in the area and on the highway as well.
2nd phase training for poll personnel conducted
DAPORIJO, May 08: The 2nd phase of training for presiding and polling officers for the forthcoming Panchayat elections in the Upper Subansiri district was conducted here today at the Auditorium of the Government Higher Secondary School, Daporijo. In attendance were all the presiding and polling officers assigned duty for the elections.
The 1st phase of the training was conducted at Daporijo on 3rd May where over 422 presiding and polling officers were trained. Present during the training were DC Tahang Taggu and ADC Gejum Ete who advised all to learn all the procedures for the easy, free and fair conduct of the coming polls.
Master Trainers Dr. B. Paul, P. Kalita and S. B. Singh imparted training on ballot box preparation, polling and other related processes. Through your esteemed daily, I want to express my view on increasing threat of using cell phones while driving .I am a class XII student of Vivekananda Kendra Vidyalaya,Itanagar.
In an unfortunate incident, exactly two weeks ago I lost one of my friends in a tragic accident. She succumbed to severe injuries before she could be taken to the hospital: The cause of accident as reported by the police officers has been negligent driving. It is mentioned in the report that she was talking on a cell phone that led to a lapse in her concentration and she eventually lost her control, bumping into a huge cargo truck.
Her sudden demise has left us in an unexplainable pain. As a tribute to my love for her I have decided to gather courage and recover from the shock. To engage myself in a constructive work I have started a campaign to spread awareness about accident related to Cell Phones and Driving. In the year of 2013 alone nearly 200 people lost their lives because of accident related to Cell Phones used while driving. Cell Phone usage while driving has been rated to be far more dangerous than drunk driving, which highlights the dangers of using Cell Phones when we are commuting from one destination to the other. PRC issue is not a complicated one
Dear Editor,
I would like to have to have this opportunity to interact with the Arunachal Times family. I must congratulate you on your pioneering work. This mail is in relation to Tom Simai's recent article on PRC issue. While I agree with Mr. Simai but I can't help at pointing out the drawbacks of his article and the obvious bias.
First off all let me be clear that I am against granting property rights to non-

Third, Mr Simai inadvertently equated PRC with ST. This is wrong on many grounds.

My point, being in certain cases PRC can be granted albeit with limitations like no right to property apart from inheriting what was his mother's and put a ceiling on inheritance. Obviously, most of such families pose no threat to the indigenous community because they themselves don't seek any APST certificate or property in the state and also because they are more inclined towards the state. They even procure legitimate ILPs to visit their mother and the hometown they spend decades in and were born in. Let us not be harsh on them.
As for the ST issue, I wonder why the journalists don't raise a voice when Tibetans have applied and have got ST certificates from the government hiding behind the veil of Buddhism and Monpa tribe. It's a shame that I as a Monpa cannot do much about it.
Finally, PRC if given to people who have dedicated a major part of their life to the state doesn't sound that bad to me. There are some outsiders who have done greater good to the state then us. Let me remind again, granting PRC to a select few would not endanger our way of life. As a matter of fact, our way of life is more at danger from influence of religions not indigenous to the state.
Of course, the govt. mustn't give PRC to everyone. But there can be few exceptions. The PRC law, if made, must be very strict and right to property must not be equated with PRC (after all right to property isn't a fundamental right).
In conclusion, I would add that the PRC issue isn't as complicated as the two sides are making it to be. In fact, those who should be genuinely asking for PRCs are silent over the issue.

Revive APST bus service of Khonsa to Khanu Route
Dear Editor,
Through your esteemed daily, I would like to draw the attention of the Arunachal Pradesh State Transport Department. The bus service between Khonsa to Khanu village of Longding district has been taken off a month ago. The APST bus which has been supporting the inhabitants of Wakka Circle since last two decades have stopped in a sudden and department is not taking any step to revive it. Because of it people are facing serious transportation problem. The APST bus was the lone daily service which was running in the region along with some other private commercial vehicles which seldom runs. The problem has adversely affected the aam aadmi. It is like; someone has trampled the oxygen pipe of common people residing at Wakka Circle and it is almost suffocating the locals. Therefore, I request APST Department to kindly revive the bus service.
